Throughout his illustrious career, Dr. Nabarro served in pivotal roles that consistently placed him at the nexus of critical global challenges. His tenure at the World Health Organization (WHO) was particularly impactful, where he distinguished himself through leadership in diverse areas ranging from the control of infectious diseases to the coordination of responses during complex humanitarian emergencies. Most recently, his expertise was sought at the highest levels during the COVID-19 pandemic, where he served as a Special Envoy for the WHO, providing strategic guidance and advocacy during an unprecedented global health crisis.
Dr. Tedros Adhanom Ghebreyesus, the Director-General of the World Health Organization, articulated the collective grief, expressing profound shock and sadness at the passing of a cherished colleague and friend. Dr. Ghebreyesus highlighted Dr. Nabarro’s steadfast advocacy for universal health and fairness in access to care, alongside his exceptional role as a sagacious and benevolent guide to innumerable emerging leaders. The Director-General conveyed the organization’s heartfelt sympathies to Dr. Nabarro’s family, friends, and associates, acknowledging the profound and widespread influence of his work on lives globally, and lamenting the irreplaceable void left by his specialized knowledge, discernment, and compassionate spirit.
Dr. Nabarro’s professional journey was characterized by an extraordinary breadth of engagement, reflecting his versatile expertise, dynamic energy, and readiness to contribute across a spectrum of vital sectors. His influence extended far beyond traditional health domains, encompassing critical areas such as nutrition, climate change, and sustainable development, underscoring his holistic approach to global well-being.
His foundational contributions at the WHO began in 1999, where he assumed significant senior leadership roles. He initially served as the Executive Director, overseeing the pivotal Roll Back Malaria Project. This initiative was a concerted global effort to reduce the burden of malaria, a disease that continues to devastate communities, particularly in developing nations. His leadership was instrumental in shaping strategies for prevention, treatment, and control, laying groundwork for future advancements. Concurrently, he also led the Office of the Director-General, providing strategic support and operational guidance at the highest echelons of the organization. Following these roles, his expertise in crisis management was formally recognized with his appointment as the Director-General’s Special Representative for Health Action in Crises, a position that demanded immediate and effective responses to health emergencies stemming from conflicts, natural disasters, and complex humanitarian situations worldwide.
In 2005, Dr. Nabarro transitioned to the United Nations system, embarking on another chapter of extensive international service that spanned over a decade. His appointments within the UN were testament to his exceptional ability to navigate complex global challenges. From 2005 to 2014, he served as the UN System Senior Coordinator for Avian and Pandemic Influenza, a critical role during a period of heightened global concern over potential widespread outbreaks. In this capacity, he spearheaded international efforts to prepare for and respond to the threat of avian flu, coordinating diverse stakeholders and national governments to develop robust pandemic preparedness plans.
His commitment to food security and nutrition was equally profound. From 2008 to 2014, he was the UN Secretary-General’s Special Representative for Food Security and Nutrition, a role in which he championed comprehensive approaches to ensuring adequate and nutritious food for all. This advocacy culminated in his leadership, as Assistant Secretary-General, of the Movement for Scaling Up Nutrition (SUN) from 2011 to 2014. The SUN Movement is a global initiative dedicated to ending malnutrition in all its forms, bringing together governments, civil society, the UN, donors, businesses, and researchers to improve nutrition outcomes through multi-sectoral strategies.
The mid-2010s saw Dr. Nabarro at the forefront of another major health crisis. From 2014 to 2015, he served as the UN Secretary-General’s Special Envoy for the West Africa Ebola Outbreak Response. This devastating epidemic required an urgent and coordinated international effort, and Dr. Nabarro’s leadership was crucial in mobilizing resources, coordinating responders, and implementing effective containment strategies in affected regions. His work during this period underscored his capacity for decisive action in the face of dire circumstances. Following this, from 2016 to 2017, as Under-Secretary-General, he became a Special Adviser for the 2030 Agenda for Sustainable Development and Climate Change, integrating global health perspectives into the broader framework of sustainable development goals and climate action.
Beyond his extensive roles within the UN, Dr. Nabarro continued to offer his invaluable expertise in various advisory capacities. In 2015, the WHO Director-General appointed him to chair an expert group tasked with reforming the organization’s approach to outbreaks and emergencies. This critical assignment aimed to strengthen WHO’s capacity to respond effectively to future health crises, drawing lessons from past experiences like the Ebola outbreak.
His dedication to addressing global challenges extended into academia and independent initiatives. From mid-2019 until his passing, he served as Co-Director and Chair of Global Health at the Institute of Global Health Innovation, Imperial College London. This role allowed him to shape future generations of global health leaders and contribute to cutting-edge research. In 2018, alongside Florence Lasbennes, he founded the Swiss-based 4SD Foundation (Skills Systems and Synergies for Sustainable Development). As its Strategic Director, he dedicated himself to training and mentoring leaders to foster sustainable development, emphasizing systemic change and collaborative approaches.
Dr. Nabarro was a fervent advocate for transforming global food systems. Between 2018 and 2025, he meticulously curated the Food Systems Dialogues, a series of discussions designed to stimulate innovative solutions and foster collaboration towards more equitable, sustainable, and healthy food systems. These dialogues were a significant contribution to the preparations for the 2021 UN Food Systems Summit, from which a robust network of National Convenors for Food Systems transformation emerged, remaining active and influential today.
His commitment also extended powerfully to climate action. He played a crucial role in preparations for the UN’s September 2019 Climate Action Summit and co-facilitated the coalition that advanced the Nature-Based Solutions (NBS) workstream, an initiative co-led by China and New Zealand focused on harnessing natural processes to address climate change. Furthermore, he co-chaired the influential forum on Climate Change and Health, which successfully concluded its work at the World Innovation Summit for Health in November 2020, highlighting the intricate links between environmental health and human well-being.
The global community once again turned to Dr. Nabarro during the COVID-19 pandemic. In March 2020, he was appointed Special Envoy of the WHO Director-General on COVID-19, a position he held until his passing. In this role, he offered invaluable insights, communicated complex scientific information to the public, and advocated for a unified global response. When the conflict in Ukraine erupted, triggering widespread food, energy, and finance crises, Dr. Nabarro joined the UN Secretary-General’s crisis response group, co-leading the crucial Food Workstream, demonstrating his enduring commitment to alleviating human suffering in times of acute need.
His extraordinary contributions did not go unrecognized. In October 2018, he was awarded the prestigious World Food Prize for his outstanding leadership in nutrition, a testament to his profound impact on global food security. In 2023, His Majesty King Charles III conferred a knighthood upon Dr. Nabarro, honoring his exceptional service and lifelong dedication to advancing global health.
Beyond his impressive titles and achievements, Dr. Nabarro was universally admired for his deep empathy, strategic foresight, and patient guidance. He was, to all who encountered him, a revered and beloved champion of health equity and a tireless voice for the world’s most vulnerable populations.
In a statement titled "A Difficult Announcement," the 4SD Foundation confirmed his passing at his home. The Foundation lauded his immense generosity and steadfast commitment to improving lives, noting that these qualities would be profoundly missed. Dr. Nabarro is survived by his devoted wife, Flo, and their six children, Tom, Ollie, Polly, Josie, Lucas, along with seven grandchildren. The family has expressed deep gratitude for the outpouring of support and compassion extended to them during this challenging period.
