The international community is mourning the passing of Dr. David Nabarro, a towering figure in global health and sustainable development, who died at his home on Friday, July 25, 2025, at the age of 75. A physician and diplomat whose career spanned decades of critical global challenges, Dr. Nabarro was revered for his tireless advocacy for health equity, his strategic leadership during humanitarian crises and disease outbreaks, and his profound commitment to empowering disadvantaged populations worldwide. His indelible mark on international public health and sustainable development is widely acknowledged by colleagues, mentees, and global leaders alike.
The World Health Organization (WHO), where Dr. Nabarro served in numerous high-level capacities throughout his illustrious career, conveyed its deep sorrow at the news. Dr. Tedros Adhanom Ghebreyesus, WHO Director-General, expressed profound personal and institutional grief, describing Dr. Nabarro as a cherished friend, colleague, and mentor. "David was an unwavering champion for global health and equity, a source of profound wisdom, and a generous guide to countless individuals whose careers he shaped," Dr. Tedros remarked in a statement. "His extensive work touched and positively influenced innumerable lives across the planet. On behalf of the entire World Health Organization, I extend our most heartfelt condolences to David’s family, his friends, and his collaborators. May he find peace. We will profoundly miss his unparalleled expertise, sagacity, and inherent kindness."
Dr. Nabarro’s professional journey was characterized by an extraordinary breadth of expertise, an unyielding energy, and an unwavering readiness to serve across a diverse array of sectors, including health, nutrition, climate change, and humanitarian response. His unique ability to navigate complex global challenges, often at the intersection of various disciplines, made him an indispensable asset to both the WHO and the United Nations.
His impactful tenure at the World Health Organization began in 1999, where he assumed senior leadership roles that would set the trajectory for much of his future work. Initially, he served as the Executive Director overseeing the ambitious Roll Back Malaria Project. This initiative represented a concerted global effort to significantly reduce the burden of malaria, a disease that continued to claim millions of lives, particularly in sub-Saharan Africa. Dr. Nabarro’s strategic acumen was critical in coordinating international partners, mobilizing resources, and developing comprehensive strategies for prevention, diagnosis, and treatment. Concurrently, he also led the Office of the Director-General, providing crucial administrative and strategic support to the organization’s highest office. His profound understanding of health systems and emergency preparedness soon led to his appointment as the Director-General’s Special Representative for Health Action in Crises, a role that positioned him at the forefront of the global response to major humanitarian emergencies and outbreaks, where he championed the principle that health interventions are paramount during times of conflict and disaster.
In 2005, Dr. Nabarro transitioned to the United Nations system, embarking on a remarkable 12-year period of dedicated service that saw him tackling some of humanity’s most pressing issues. One of his initial and most critical assignments was as the UN System Senior Coordinator for Avian and Pandemic Influenza from 2005 to 2014. At a time when fears of a global influenza pandemic, particularly from highly pathogenic avian strains, were at their peak, Dr. Nabarro was instrumental in orchestrating a unified, inter-agency response. His efforts focused on strengthening surveillance, enhancing preparedness plans, and ensuring global coordination to prevent and mitigate the potential devastating impact of a worldwide flu outbreak.
Parallel to his work on influenza, Dr. Nabarro also took on the vital role of the UN Secretary-General’s Special Representative for Food Security and Nutrition from 2008 to 2014. In this capacity, he became a leading advocate for addressing global malnutrition and food insecurity, issues inextricably linked to poverty, conflict, and climate change. His leadership was particularly pivotal in establishing and guiding the Movement for Scaling Up Nutrition (SUN), which he coordinated as an Assistant Secretary-General from 2011 to 2014. The SUN Movement brought together governments, civil society, businesses, and international organizations in a collaborative effort to improve maternal and child nutrition, fostering national ownership and multi-stakeholder partnerships to tackle undernutrition in its various forms. His profound impact in this domain was recognized with the prestigious World Food Prize in October 2018, an accolade celebrating his transformative leadership in global nutrition.
The urgency of global health crises continued to draw on Dr. Nabarro’s unparalleled expertise. From 2014 to 2015, he served as the UN Secretary-General’s Special Envoy for the West Africa Ebola Outbreak Response. This role was particularly demanding, as the region grappled with an unprecedented and deadly epidemic that threatened to destabilize entire nations. Dr. Nabarro’s strategic guidance was crucial in mobilizing an effective international response, coordinating resources, and implementing public health measures to contain the virus and support affected communities, demonstrating his profound ability to lead under immense pressure.
Following the Ebola crisis, Dr. Nabarro continued his impactful work at the highest levels of the UN, serving as Special Adviser for the 2030 Agenda for Sustainable Development and Climate Change from 2016 to 2017, with the rank of Under-Secretary-General. In this capacity, he played a critical role in shaping the implementation of the ambitious Sustainable Development Goals (SDGs), emphasizing the interconnectedness of global health, environmental protection, social equity, and economic progress. He was a vocal proponent of integrating health considerations into all aspects of sustainable development planning, recognizing that human well-being is fundamental to achieving a prosperous and equitable future.
Even after concluding his formal roles within the UN system, Dr. Nabarro remained intensely active and influential. In 2015, the WHO Director-General specifically sought his expertise to chair an expert group tasked with reforming the organization’s approach to outbreaks and emergencies, a testament to his enduring credibility and insight in crisis management. From mid-2019, he took on the role of Co-Director, slated to serve until 2025, and Chair of Global Health at the Institute of Global Health Innovation, Imperial College London. His work there focused on fostering innovative solutions to complex health challenges and mentoring the next generation of global health leaders.
Further solidifying his commitment to sustainable development, Dr. Nabarro co-founded the Swiss-based 4SD Foundation (Skills Systems and Synergies for Sustainable Development) in 2018 with Florence Lasbennes. As its Strategic Director, he dedicated himself to training and mentoring leaders in systems thinking and collaborative approaches for sustainable development, ensuring his vision would continue through new generations of change-makers.
Between 2018 and 2025, Dr. Nabarro tirelessly curated the Food Systems Dialogues, a critical initiative designed to foster inclusive conversations and drive the transformation of global food systems. These dialogues were instrumental in shaping the agenda for the 2021 UN Food Systems Summit, leading to the emergence of a robust network of National Convenors committed to implementing systemic changes for more sustainable, equitable, and healthy food systems.
His engagement extended deeply into the realm of climate action. Dr. Nabarro contributed significantly to the preparations for the UN’s pivotal September 2019 Climate Action Summit. He also played a key role in co-facilitating the coalition that advanced the Nature-Based Solutions (NBS) workstream, an initiative co-led by China and New Zealand, emphasizing the importance of natural systems in addressing climate change. Furthermore, he co-chaired the influential forum on Climate Change and Health, which concluded its work at the World Innovation Summit for Health in November 2020, underscoring the critical nexus between environmental health and human well-being.
As the world grappled with the unprecedented challenges of the COVID-19 pandemic, Dr. Nabarro was once again called upon to serve at the highest level. In March 2020, he was appointed Special Envoy of the WHO Director-General on COVID-19, a position he held until his passing. In this crucial advisory role, he provided strategic guidance and insights to the WHO leadership, helping to navigate the complexities of a global health crisis that redefined public health responses worldwide. Under his strategic leadership, the 4SD Foundation also spearheaded the Summit Dialogues, directly contributing to the success of the 2021 UN Food Systems Summit.
His commitment to global welfare remained unwavering even in the face of new geopolitical crises. When the conflict in Ukraine erupted, Dr. Nabarro joined the UN Secretary-General’s Food, Energy, and Finance crisis response group, co-leading the critical Food Workstream. This role leveraged his extensive experience in food security and humanitarian response to address the devastating impact of the war on global food supply chains and vulnerable populations. In recognition of his monumental contributions to global health, King Charles III bestowed a knighthood upon Dr. Nabarro in 2023, a testament to his exceptional service to humanity.
The 4SD Foundation, in a poignant statement titled "A Difficult Announcement," confirmed his peaceful passing at his home. "David’s unparalleled generosity and unwavering dedication to improving the lives of others will be profoundly missed," the foundation stated. "He leaves behind his beloved wife, Flo, his children, Tom, Ollie, Polly, Josie, Lucas, and seven cherished grandchildren. The family is deeply comforted by the immense outpouring of support and compassion extended to them as they navigate this exceptionally difficult period."
On July 30, Dr. Nabarro’s family issued their own heartfelt statement, expressing immense gratitude for the global tributes. "We are deeply thankful for the overwhelming outpouring of tributes to David, and for the kindness shown to all who mourn his passing," the family conveyed. "Across the diverse fields of international development, particularly public health, food systems transformation, nutrition, and crisis response, we are incredibly proud to witness how his legacy will continue to flourish through the countless compassionate leaders now working to transform systems from within."
A small, private funeral service will be held for close family on Monday, August 4. In the coming weeks, a series of memorial services are planned to provide an opportunity for the vast network of individuals whose lives Dr. Nabarro touched to pay their respects and celebrate his extraordinary life and achievements. Messages, memories, and mementos can be shared on a dedicated memorial webpage, with updates on further arrangements to be provided by the 4SD Foundation. Dr. David Nabarro’s life was a testament to selfless service, visionary leadership, and an enduring belief in the possibility of a healthier, more equitable world for all. His absence will be keenly felt, but his legacy will undoubtedly continue to inspire future generations of global change-makers.
