Throughout his illustrious career, Dr. Nabarro was consistently regarded as a visionary leader, whose unique blend of expertise, strategic insight, empathy, and unwavering resolve propelled significant advancements in the global health landscape. He was widely respected for his ability to navigate complex challenges, champion the rights of the disadvantaged, and inspire future generations of public health professionals. His collaborative spirit and dedication to mentorship were frequently cited by colleagues and beneficiaries of his guidance.
Dr. Tedros Adhanom Ghebreyesus, the Director-General of the WHO, conveyed his immense sorrow regarding the departure of his esteemed colleague and friend. He highlighted Dr. Nabarro’s pivotal role as a tireless advocate for global health equity and described him as an invaluable mentor to an innumerable cohort of individuals. The Director-General emphasized that Dr. Nabarro’s professional endeavors had a far-reaching positive effect on populations across the globe. Dr. Nabarro’s journey with the WHO began in a senior leadership capacity from 1999 to 2005. During this period, he first served as the Executive Director overseeing the ambitious Roll Back Malaria Project. This initiative was a concerted global effort to significantly reduce the burden of malaria, a disease that disproportionately affects vulnerable populations, particularly in sub-Saharan Africa. His leadership in this program involved coordinating international partners, mobilizing resources, and implementing comprehensive control strategies, laying groundwork for future large-scale disease eradication efforts. Concurrently, he also managed the Office of the Director-General, providing strategic support and operational oversight at the highest levels of the organization. His tenure further saw him appointed as the Director-General’s Special Representative for Health Action in Crises, a role that underscored his early recognition of the critical intersection between public health and humanitarian emergencies. This position demanded rapid response capabilities, strategic planning for health interventions in conflict zones and disaster-affected regions, and the coordination of diverse actors to ensure essential medical services reached those most in need.
Following his impactful tenure at the WHO, Dr. Nabarro transitioned to the broader United Nations system in 2005, embarking on an even more expansive portfolio of global responsibilities. This phase of his career was marked by his involvement in a series of high-stakes global challenges, showcasing his versatility and deep understanding of interconnected global issues. From 2005 to 2014, he served as the UN System Senior Coordinator for Avian and Pandemic Influenza, a critical role in an era grappling with the threats of emerging infectious diseases like H5N1. His work involved orchestrating a coordinated international response to prevent a global pandemic, encompassing surveillance, preparedness, and communication strategies across multiple UN agencies and member states.
Simultaneously, demonstrating his capacity to address multiple complex global issues, Dr. Nabarro was appointed the UN Secretary-General’s Special Representative for Food Security and Nutrition from 2008 to 2014. In this capacity, he tackled the pervasive issues of global hunger and malnutrition, advocating for policies and programs aimed at ensuring sustainable food systems and improving nutritional outcomes, particularly for women and children. A significant initiative during this period was his coordination of the Movement for Scaling Up Nutrition (SUN) from 2011 to 2014, where he held the rank of Assistant Secretary-General. The SUN Movement brought together governments, civil society, businesses, and international organizations to accelerate progress on nutrition, emphasizing a multi-sectoral approach to address the root causes of malnutrition.
The year 2014 brought another critical challenge with the devastating West Africa Ebola outbreak. Dr. Nabarro was instrumental in coordinating the international response, serving as the UN Secretary-General’s Special Envoy for the West Africa Ebola Outbreak Response from 2014 to 2015. This role required immense diplomatic skill and logistical prowess to mobilize resources, streamline international aid, and ensure effective health interventions in countries ravaged by the deadly virus. His leadership was crucial in bringing together diverse stakeholders to contain the epidemic and rebuild health systems.
His commitment to long-term global well-being was further exemplified by his role as Special Adviser for the 2030 Agenda for Sustainable Development and Climate Change from 2016 to 2017, where he served as Under-Secretary-General. In this capacity, Dr. Nabarro played a crucial part in guiding the implementation of the Sustainable Development Goals (SDGs), the ambitious blueprint for peace and prosperity for people and the planet. He emphasized the intrinsic links between climate change, health, food security, and poverty reduction, advocating for integrated approaches to achieve these global objectives.
Beyond his direct UN appointments, Dr. Nabarro continued to influence global policy and practice. In 2015, the WHO Director-General enlisted his expertise to chair an expert group focused on reforming the organization’s work on outbreaks and emergencies. This critical assignment aimed to strengthen WHO’s capacity to respond more effectively to future health crises, drawing lessons from past experiences like the Ebola outbreak. His recommendations were vital in shaping the WHO’s emergency preparedness and response framework.
His profound leadership in the field of nutrition was formally recognized in October 2018 when he was awarded the prestigious World Food Prize. This honor, often referred to as the Nobel Prize for food and agriculture, acknowledged his tireless efforts and groundbreaking achievements in addressing global hunger and improving nutritional standards for millions.
Even in later years, Dr. Nabarro remained actively engaged in shaping global discourse and fostering sustainable solutions. From mid-2019 until his passing, he served as Co-Director and Chair of Global Health at the Institute of Global Health Innovation, Imperial College London, contributing to academic research and education in public health. In 2018, he co-founded and became the Strategic Director of the 4SD Foundation (Skills Systems and Synergies for Sustainable Development) in Switzerland, alongside Florence Lasbennes. This innovative organization was dedicated to training and mentoring leaders to drive sustainable development, reflecting his belief in empowering individuals to effect systemic change.
His passion for transforming food systems was evident in his curatorial role for the Food Systems Dialogues between 2018 and 2025. These dialogues were instrumental in fostering collaborative discussions and generating actionable insights, significantly contributing to the preparations for the 2021 UN Food Systems Summit. From this summit emerged a robust network of National Convenors, committed to driving food system transformation at country levels, a legacy that continues to thrive.
Dr. Nabarro also played a crucial part in advancing global climate action. He contributed significantly to the preparations for the UN’s September 2019 Climate Action Summit and co-facilitated the coalition that spearheaded the Nature-Based Solutions (NBS) workstream, an initiative co-led by China and New Zealand. Furthermore, he co-chaired the influential forum on Climate Change and Health, which concluded its work at the World Innovation Summit for Health in November 2020, underscoring the vital connection between environmental health and human well-being.
His final official capacity with the WHO was perhaps one of his most challenging and critical. In March 2020, at the onset of the unprecedented global COVID-19 pandemic, Dr. Nabarro was appointed Special Envoy of the WHO Director-General on COVID-19. In this role, which he held until his passing, he provided strategic advice, communicated crucial public health messages, and advocated for global solidarity in the face of the health crisis. His experience in pandemic preparedness and response, honed over decades, was invaluable during this period.
Even as the world grappled with the pandemic, new crises emerged. When the conflict in Ukraine escalated, triggering a severe global food, energy, and finance crisis, Dr. Nabarro joined the UN Secretary-General’s crisis response group, co-leading the vital Food Workstream. This demonstrated his unwavering commitment to addressing the most pressing global challenges, regardless of their nature. His extraordinary contributions to global health were formally recognized by King Charles III, who bestowed upon him a knighthood in 2023.
The 4SD Foundation, in a statement titled “A Difficult Announcement,” confirmed Dr. Nabarro’s passing at his residence on July 25. The foundation articulated the profound sense of loss for his extraordinary generosity and steadfast commitment to improving the lives of others. He is survived by his cherished wife, Flo, his six children—Tom, Ollie, Polly, Josie, Lucas—and seven grandchildren, who are comforted by the widespread support and compassion extended to them during this challenging period.
On July 30, Dr. Nabarro’s family issued a statement expressing deep gratitude for the overwhelming outpouring of tributes and the kindness shown to all who mourn his passing. They conveyed immense pride in witnessing how his enduring legacy will continue to inspire and empower numerous compassionate leaders across various domains, including international development, public health, food systems transformation, nutrition, and crisis response. The family highlighted his lasting influence through those dedicated individuals who strive to enact systemic change from within their respective fields.
A small, private funeral service will be conducted with immediate family members on Monday, August 4. In the ensuing weeks, several memorial services are planned to provide an opportunity for the vast network of individuals whose lives were positively impacted by Dr. Nabarro to pay their respects and celebrate his remarkable life and achievements. The global health community will undoubtedly continue to draw inspiration from his profound dedication and the enduring impact of his life’s work.
